Village Government

Please note: this section is under construction as Village Staff add some narrative to help those who wish to understand the context of the Village’s relationship with the Island House Property, where the Elk Rapids District Library is housed.

  • On March 31, 1948, a special meeting was held for Elk Rapids Village Council to discuss the proposed gift of the Island House property from grantor/donor Katherine Dexter McCormick. Council accepted the gift with a unanimous vote.
  • The Island House property was officially deeded to the Village and recorded at the Antrim County Register of Deeds on April 29, 1948. There were restrictions in the deed to ensure that the property would be used “and benefit . . . the Grantee and its residents” for the purposes of public use for “a park, library, place of assembly, village hall, and for community center purposes generally.”
  • At the May 17, 1948 regular meeting, Village Council presented a resolution affirming the parameters set forth in the deed, that the property would be used as the “Elk Rapids Library,” and to thank Mrs. McCormick “for her generous gifts of the Island property and its contents.”
  • Council noted at the regular meeting of March 16,1959 that the Island House property was in need of repair.
  • On April 21, 1959, Mrs. McCormick deposed that “It has been brought to my attention that, in order to assist in the adequate and proper maintenance of [the Island property] for such purposes, it is desired to have the Township own the property jointly with the Village.” She then went on to clarify that she had no objections to the property being jointly owned by the Township and Village so long as “the property will be continue to be used for the public purposes and subject to the restrictions set forth in the deed of April 29, 1948.”
  • At the May 4, 1959 regular meeting, Village Council voted “that a request be made for the Township to take joint ownership of the Island House property along with the Village.”
  • At the March 14, 1960 Special Election for the Township and Annual Election for the Village, the Township voted to raise the tax rate by one mill to help pay for the maintenance of the Island House Property and the Village electorate voted in favor of conveying half of their interest to the Township. Based on this, the Village Council formally voted to “repeal [the] Island House Ordinance and take necessary steps to write up a new Ordinance with half ownership to both Village and Township.”
  • On May 9, 1960, the Village of Elk Rapids deeded one-half interest to the Township in order to share maintenance costs of the building.
  • The council minutes of June 6, 1960 show that the Village  and Township agreed to set up a new board to oversee the affairs of the Island House Property and to suggest a new Ordinance.
  • On March 27, 1960, a special joint meeting with Village Council, Township Board of Supervisors, and the Board of Island Commissioners gathered to discuss the proposed amendments to the Island Property Ordinance.
  • In a letter sated September 20, 1978, the Village President requested that Attorney Stanley Burke provide various documents regarding the Island House.

  • UPDATE │ SEPTEMBER 2022 │Socks Construction has submitted the Elk Lake Inn (112 Dexter St) Due Care Plan.  If you have any questions, please forward them to Planning, Zoning & Community Development Administrator, Kerri Janisse, kjanisse@elkrapids.org.  Please note that this is not the Village of Elk Rapids’ due care plan as we are not the owners of the property.  This plan is for Socks Construction to follow and complete/continue at 112 Dexter St.  Currently, there are no other updates on the project.

  • UPDATE │NOVEMBER 3, 2022 – “Otwell Mawby is on and off site.  They are directing everything that is occurring…that does not mean they are on site continuously.  Yes, there are smells from the contaminated site which is normal to this process and why we are strictly following the due care plan and having it inspected and overseen by the environmental engineer.  Inspectors being on and off the site and is normal and dictated by the scopes of work and project demands day to day.  They specifically directed us on our footings today with detail they are demanding and that Justin Sorenson our Professional Engineer is implementing and directing our construction team to build.  A good answer to any layman’s question on activity on site is that we not only have an environmental engineer but also a Professional engineer actively and continuously overseeing the progress of the due care restoration plan.  What is going on is that we are strictly following and working with the environmental engineer to execute the due care plan.”
  • UPDATE │ NOVEMBER 8, 2022 Please read the latest update from Otwell Mawby here and following is a statement from the Soil Erosion department who made a visit to the site, today: “I just drove by the site a little bit ago. There are some stockpiles of the excavated material on the site, but they are all contained within multiple layers of silt fence, and the piles themselves have been draped with tarps. With the measures that are in place, I have no concern with what is occurring on the site. The property is well away from the river, and all of the material is well contained. If there are any issues on the site, it is not with my department.”

BUDGET & FINANCIAL INFORMATION

The Village of Elk Rapids begins its fiscal year on March 1. The budgeting process begins with Village Council workshops in the Fall. The process culminates near the end of the current fiscal year with a presentation of the proposed budget by the Village Manager, with Council and citizen input, followed by adoption of the proposed budget. The Village of Elk Rapids is committed to transparency and citizen input in the budgeting process.
