The Village Clerk provides efficient, friendly public service to the residents, business owners, and visitors of the Village of Elk Rapids. The Clerk is appointed by the Village Manager and works with staff and Council to serve the community of Elk Rapids. The duties and responsibilities of the Village Clerk are described in detail in the Village of Elk Rapids Code of Ordinances.

RESPONSIBILITIES:

  • Maintain the official records of the Village including minutes, ordinances, resolutions, oaths, and finances.
  • Publish and post all legal notices.
  • Record Village Council Minutes.
  • Maintain records for Village Boards and Commissions.
  • Freedom of Information Act (FOIA) Coordinator, providing access to public documents (see details in next section).
  • Issue permits and licenses.
  • Notary Public.

ABOUT:

Kaitlyn Szczypka graduated from Michigan State University in 2017 with a dual degree in Public Policy and History. She is currently attending Central Michigan University’s online Masters in Public Administration program and will graduate in December 2023. Kaitlyn is a member of the Michigan Association of Municipal Clerks and the International Institute of Municipal Clerks. Through these organizations, she has earned her Michigan Professional Municipal Clerk (MiPMC) certification and is working on becoming a Certified Municipal Clerk. Freedom of Information Act

The Michigan Freedom of Information Act entitles all persons, except those incarcerated in state or local correctional facilities, to full and complete information regarding the affairs of government and the official acts of those who represent them as public officials and public employees. Public records include writings (which include e-mail) prepared, owned, used, in the possession of, or retained by a public body or its divisions and employees in the performance of an official function, from the time they are created. There are certain public records that are exempt from disclosure, and these are defined in the Act. Further, the Act requires that public bodies designate a FOIA coordinator to receive and take action on FOIA requests.
